The Office of the City Vice Mayor (OVM) serves as the presiding office of the Sangguniang Panglungsod and signs all warrants drawn from the City Treasurer for all expenditures appropriate for the operation of the Sanggunian. Subject to civil service laws, rules, and regulatoins, the OVM appoints all officials and employees of the Sangguniang Panglungsod, except those whose manner of appointment is specifically provided for in the Local Government Code.

The Vice Mayor assumes the Mayor's Office for the unexpired tem of the latter in the event of permanent vacancy as provided for in Sec. 44, Book 1 of the Local Government Code. OVM exercises the powers and perfomrs the duties and functions of the City Mayor in case of temporary vacancy as provided for in Sec. 46, Book 1 of the Local Government Code.

The OVM is also tasked to plan and implement an integrated, monitored, and evaluated action program for the prevention and control of drug abuse in the city.
